The employees’ counsel explained that the representation was submitted to the executive director of the institute after no action was taken on the finance committee’s recommendation.

After hearing the case, the court stated, “With the consent of both parties, the petition is disposed of, directing the executive director to decide the petitioners’ representation by reasoned and speaking order, after granting an opportunity of hearing to the petitioners, within a period of six weeks… but in accordance with rules. It is made clear that this court has not expressed any opinion on the merit of this case.”

The court’s directive ensures that:

  • The executive director must address the matter within six weeks
  • Employees will receive a fair hearing opportunity
  • The final decision must be supported by proper reasoning
  • All proceedings must follow established rules and regulations

The case highlights the ongoing challenges faced by contractual employees in securing fair compensation and the importance of timely resolution of salary-related matters in public healthcare institutions.
